No. This is a non-Steam build. It doesn't communicate with Steam or Valve's servers at all. It talks to community-run master servers instead.

Counter-Strike 1.6 has been distributed as non-Steam community builds since the early 2000s and is played by hundreds of thousands of people every day. The GoldSrc engine has been shared this way for over 20 years. If you already own CS 1.6 on Steam, you can use both — they install to separate folders.
